He was raised on Vulcan and his father was the Vulcan ambassador, did they just forget that?

According to the novelization, Kirk, understanding how badly Vulcan treated Spock in his youth, felt his native planet didn't deserve him. He thought the Genesis planet was a suitable place for his science officer.

Starfleet is the Space Navy of the Federation and they were keeping with old Naval tradition in having a "burial at sea" but of course it is space instead.
