Jenner from this or Ratigan from The Great Mouse Detective?

IMO, Ratigan makes Jenner look like Minnie Mouse.

Probably Jenner. While I love Ratigan, he's a more goofy, over-the-top villain. Because Jenner is played more seriously, it's easier to accept him being an intimidating bad guy.
