I don't agree. Maybe you're looking at the film in a post 90's Disney/ 2000's Pixar sort of way, but this is a top notch 80's animated film. The story we get here is rather interesting, and there's a fun adventure feel to this one.

The film would have benefited from more character development. It feels like 20so minutes are missing from the film. Was Nicodemus a wizard? why did his eyes glow like the Owls did? where did the amulet came from and how come it was a source for magical powers?? The film had great dramatic moments for an animated picture but the fantasy elements could have been scrapped in favor for more of the turmoil of rat society. What was so special about Brisby anyway, her husband was just one of the smart lab engineered mices. Why did Nicodemus grant her such special powers with the amulet? The story just isn't that great in this one compared to the likes of Lion King or even an American Tail.

I think it would be cool if Don Bluth and company did make a prequel to the film that told more about how the rats escaped from the lab and came to live in the rosebush, and like you said, where the amulet came from and also how Nick received his powers. (Also where did he get that hologram thing?) In the first movie the journal reads that "Jenner has become coldhearted". So it would be interesting for a prequel to dig into what Jenner was like before he became a baddie.
