Ok, the cat was a major enemy of the rats and drugging his food was very dangerous. Why didn't the rats just find a way to kill him? If they could develop a sleeping powder why not just poison the bastard and be done with it?

Well Mr. Ages is kind and isn't like the Rats.

Also I can imagine that the farmer would get a new cat... and if the rats kept killing the cat than the farmer would notice something was up. Keeping one cat drugged was probably the best course of action.
shareThe whole idea about the rats of NIMH was that they were moral beings. They didn't even want to steal from Farmer Fitzgibbons because stealing was wrong. They weren't going to murder an otherwise innocent cat who was merely acting on instinct.
