Is there an english-spoken version

The whole production was shot in english and I have come across some english-spoken scenes from this movie (and no, not the documentary or the actual capture sound, but actual post production looped-quality english dialogue). Is there an english version available anywhere?

Yes.
It's on the German, UK and US DVDs and Blu-rays of Fitzcarraldo (and most likely a lot more international DVDs and BDs).

Region 4 international DVD is in German...

On the British Film Institute DVD there are both German and English spoken versions of the film. I've just started watching the English option running of the movie.
