Is there a bit in this film where the person trying to solve the crime/s, bends down and touches something red and wet. He puts his hand to his mouth, tastes it and says something like : "Just what I thought ! Ketchup !"

shareI believe you're speaking of Dom delouis in Hot Stuff. After shooting the one bad guy, he's bleeding profusely but Don's character gets suspicious and goes over to check the guy, do discover the blood is really ketchup.

I think Nightmare (1981) had a scene like this.
The kid plays a prank that he's been stabbed and the dude checking on him touches his 'blood' stained shirt and tastes it then mentions it's ketchup.
