Keaton's character in senate/congress hearings.

It seems that when her character pointed out that by then women had the vote in Russia and not the US, she failed to add that their was only 1 party to vote for in Russia, everybody lived in a communist state. At least when women did get the vote in the US they a choice of candidates offering different things and not a choice between who is the better puppet of the communist party.

Why does Keaton usually hide her neck?

As George Carlin said, "Russia is a horrible dictatorship because there, you only have one candidate to vote for. America is a great democracy because here, we get to choose between two."

It's a bit hard to follow the time line, but it appears that she gave her testimony in 1919. She was then thrilled by what she saw in Russia--she plainly believed the revolution was bringing democracy, with the emancipation of women as a major part. The movie depicts Emma Goldman's disillusionment with the Soviet Union to show that things didn't turn out there as they had hoped.
