I missed part of this film and wanted to know what
happened to the racist fire chief Willie Conklin?

Rhinelander Waldo threatens to "give him over" to Coalhouse Walker, IF Conklin cannot get the Black Man to change his demands and threats of what will happen to the J.P. Morgan Library. When he is unable to do so, Coalhouse tells Waldo to "send him over", Conklin is physically escorted out, and presumably taken to Coalhouse.
In the book, Conklin was forced under police guard and direction of a mechanic, to rebuild Coalhouse's Model T Ford a piece at a time on the street in front of the Library. The car was much more significantly damaged than what was portrayed in the movie.
