If so i've been trying to remember the title of this movie since about '83!
OK, I have to admit that it's been several years since I've seen this film, but I don't recall the scene to which you are referring but don't hold me to that.

Yeah that,s the scene where Albert is reaching for a beer and they shot him with the looker gun that if u look into it u can,t think and u just freeze. When Albert came to ,the beer was froze and icy. The same when he went to wash his hands and then he got shot again and then water was all over the floor.

Well it was better explained. The gun sends out a hypnotic pulse that puts you in a trance and open to suggestion. So if they zap you and you succumb to the flash then you are like a zombie awaiting instructions on what to do. If they don't say anything its like you just stare blankly out into space until the effect wears off and then you become aware of your surroundings again. Pretty crafty.
I think you have it confused a bit. It's been 20 years since I saw this, but I think he reaches for the beer, there's a flash, next thing he's standing there with water dripping out of his defrosted refrigerator.
But maybe I'm confused. I know there's a scene where he's running water in the sink, and the next thing there's water dripping all over from the sink that's overflowing, so maybe the refrigerator didn't drip.
Sure wouldn't make sense for his hand to freeze into a block of ice, though.
Hmmm...I don't really remember what happened in the fridge scene. I do however remember the car chase with the baddies shooting at him with the Looker gun. In that one he wound up in fountain after he regained his composure.
