Not likely - Tod has a lot less mass than the bear.

It's true the bear was more heavier than Tod so I think it's likely a higher chance that the bear didn't make it or else he would of been show right after Tod survive it.

a bear is much larger than a fox, thus making it much easier to hit something hard on the way down
