I don't think it is stated why anybody in the prison was put there. My guess is that Maggie was in for smuggling.

Harold "Brain" Hellman was captured by the USPF and sentenced to life in the New York Maximum Security Prison. While the details of Hellman's capture and sentencing were not revealed in the film, Snake makes it very clear that he, Hellman and the late Fresno Bob were partners in crime, and that Hellman allowed Plissken and Bob to be captured by the USPF.

The brutal, fascist mentality of the US Government at the time of the events of "EFNY" likely ensured that anyone unlucky enough to be inside the boundaries of Manhattan Island when it was initially sealed off, remained there without recourse.

Her crime was not walking around constantly nude, showing off those big mogambos to everyone. That is truly a crime against humanity.

However, rather than send her away to New York, the punishment should have simply been to strip her of her top and have her walk around the rest of the country that way. Sometimes these bureaucrats can't see the forest for the t!ts, um, I mean trees.

Every time I watch this movie, I'm kind of hoping for a severe wardrobe malfunction, as they always seem on the verge of flopping out.
...but it never happens. It's almost like hoping Tony doesn't die this time at every revisit of West Side Story.
