What bothered me most was (spoilers)

shareI know! these kids were a nightmare. For some reason, children never get killed in horror movies, which is silly, especially in this case. It's just a MOVIE and these three children in particular deserved the worst punishment in the world. I mean, come on, not only that they were merciless killers, but also, they were annoying as hell!!... especially Curtis (the nerdy one) with his obnoxiously gigantic glasses. Debbie was a tramp in training wheels, I mean, what's the deal with that REALLY short skirt for such a young little girl? And the blonde kid was completely useless and always being manipulated by the other two... not to mention how ridiculous he looked.
Supposedly, they were not responsible for their actions because the three of them had been born during an eclipse and there was something missing from their personalities and blah, blah, blah... but screw it! I wanted the kids to die. It would have been better like that, but in the end, they kind of get away with everything, especially Debbie.

Wasn't that the whole point? The fact that for most of the film no-one would believe kids could do such things, and even when they're caught they're not "disposed of", heightening the frustration of the heroine, and adding to the sinister nature of the ending (one of those "the end..or is it..?" type films).
Also, I sense a sequel that never happened!

Horror movies usually don’t have happy endings, especially ones as creepy and sinister as Bloody Birthday.

I do have to say though that,yes,generally in horror films kids are not killed no matter how evil they are.The only exception was,as a previous poster mentioned"Beware,children at play"and the one I linked to.In"The Children"they kind of skirted the issue of kiddiecide by the fact that they could no longer be considered human,more or less nuclear mutated kids and ugly ones at that,even though they are not wearing any fx makeup.The worst is this red headed girl with buck teeth,followed closely by the kid with the"8 is enough"1970's bowl haircut.
There's one you're forgetting that stars a huge 90's kid star. I haven't seen or heard about it in a loooong time.
And yes, this seemed to definitely set up a sequel. The girl was free, so I would guess she would break them out of juvee and start the cycle over again in sort of Halloween fashion - they just have to go after the brother/sister to get back at them.
