While they're both subtextually lesbian movies about a sheltered girl and a runaway who make friends...there are significant differences, for instance the ages of the girls (Nicky and Pammy are significantally younger than the girls in Foxfire) and the number of people involved (there are only two in Times Square whereas there are at least nominally a whole gang in Foxfire).
Foxfire is also much more suburban, taking place in Western NY State in the book, and in Seattle in the movie; the city scene is way more important in Times Square.
It is interesting the choice of sheltered-girl and runaway. In both movies, the runaway in both movies is comfortable with and prefers her "alternative lifestyle" (wink, nudge), encouraging the stifled suburban girl to escape from the oppressive restrictions put on her. It's not too far a skip and a jump to read it as an 80s/early 90s metaphor for the girls' budding sexualities. One is always more out than the other, who is questioning and unsure.
Sadly in both movies, the suburban girl isn't ready to take that step. You're right that they're very similar - I hadn't realized how much until I replied. But I think it has more to do with the politics of the people remaking Foxfire than it does any kind of remake.
Well in Times Square there was not much hesitation on Pammi's part when early on she tells Nikki "I'm not afraid Nikki."
If you can somehow get the DVD, the commentary confirms that this was supposed to be a lesbian (or pre-lesbian) movie.

But anyway, "Times Square" and "Foxfire" are two of my alltime favorite movies.
I guess I'll cut my losses, and turn my tricks at the magic show..
