I wonder if Arrested Development was referencing tihs film when George Michael tried to see a French Film about cousins in love?

Nope. The movie referenced was "Cousin, cousine", a French film from 1975. This film is far better known than "Tendres Cousines", and has been a favorite among the artsy-fartsy movie snobs since it's release. It was remade (poorly) as "Cousins" in the U.S. in 1989.

"Cousin, cousine" is truly an exception movie, and was undoubtedly the film refered to in "Arrested Development".
