I read a recap on Wikipedia...the film just ends with the guy yelling at the director over a thousand dollars pay? Is the fact he was fleeing the police never brought up again?

I don't think he was ever being chased by the police. He was paranoid.

He means that he doesn’t think he was REALLY being chased by the police. Instead, it was all in his head.
