Penelope a dwarf?

When the campers are checking in, the counselor tells Penny/Penelope "I think you belong in Cabin C." Penelope grumps, "Cabin C is for kids," but doesn't actually deny being a kid. However, based on her being allowed back in, I figure she must be a dwarf, the same age as the other girls, but just looking younger.

She's younger, but thinks she is older. She has probably been in camp previously and was tired of being with the younger girls.
