Rebel Base on Hoth was ROOM temperature

You can see it in all those scenes, the temperature was quite agreeable, even though they're all wearing winter furs, as there's no breath visible as they speak! So really, they were BOILING in those clothes! It would've been more authentic for them to build the sets in industrial freezers, to maintain the true cold they said it was. Although they would've had to prevent the droid actors from showing their breath, too!

One last thing: What was the obviously fake snow made from? Polystyrene?

A properly built igloo can get as warm as 60 degrees F. While that might make life in the Hoth base livable, it would still be cold, and thus most people would prefer to dress warmly. The only time we see people wearing full winter gear inside the base, is in the main hanger which was next to the main entrance, so it would have been colder there.

However that is NOT cold enough to see someone's breath.

You wouldn't see your breath unless the temp drops below 45. i don't know about you, but 45 degrees is cold enough for me to wear a coat.
