When did the events in the movie occur?
Was it in the mid 70's, early 80's?

Late 60's early 70's I think.

I think you might be right, I'd say early 70's.

Well, do you want to know the events from the movie
or the era/person about which the film is sort of a tribute to.
From the haircuts/clothes it looks like 60's Ivy league scene,no?
John Lilly, the scientist, worked with strong drugs like ketamine
in the 50's and 60's. People don't realize what a tribute this
film is to Lilly. A shame.
I think it is left vague on purpose....but just my two cents.

It's actually not vague at all. In the beginning of the film they say it's 67. When we see them married with their kids the pregnant woman says that it's 7 years later, or the line is something like We've been living in SF for 7 years. Then he runs off to Mexico and when he picks up his wife from the airport it's been about a year. The timeline could be a year or two off still leaving them in the later half of the 70's.

I've got something to say. It's better to burn out than to fade away!
