does anybody have any ideas why neil left the the show after only 1 series

Probably because they couldn't get any good storylines for him. He was supposed to be the good-intentioned, slightly naive newcomer to the government, who was appalled at the ways the machine really worked. But this happens to be the same storyline for the minister, the main character, so they eventually wrote him off, I believe.
Remember, they had to use the weasel joke a few times too many until it wore out, probably because the writers found it hard to write better lines for the character.

Actually Neil's story is quite sad. In March of 88 Neil was involved in a car accident that left him brain damaged. He and his wife made a documentary about it in 92. You can watch a part of that documentary on YouTube.

Wow that's a real shame. As that was 23 years ago I wonder if the marriage survived as it looked liked a very difficult and stressful time for all?
