Goof in 'The Official Visit'

With 'The Official Visit' having been shown on the Yesterday channel earlier tonight, I was able to see the only known goof in the whole series, when a notice inside a train is written in gibberish (it is most noticeable towards the end of the scene in question.) Does anyone know the story behind this curious occurrence? Was it deliberate or was there an unusual reason for it? The train compartment looks otherwise very convincing with quite a few other signs and notices written in proper English.

It could hardly be deliberate. Probably they thought it wouldn't be clearly seen in 80's broadcasting quality. Or it was just a prop ready at hand, and didn't bother to replace it.

It could even be that nobody noticed it was behind Hacker until the episode was broadcast.

Never be complete.
