Why does Xavier have a German accent?

Xavier has been with the a Galactica fleet his whole life, hasn't he? Where did he pick up the German accent? Does anyone else in the series have a similar accent?

Why is he Jeremy Brett, of all the actors available at the time? It's just bizarre seeing the future definitive Sherlock Holmes slumming it here! I say slumming as a lifelong Battlestar Galactica fan by the way...
