Luther - Hero of New York!?!?

Love the Warriors and have seen it countless times but playing the PS4 game again after they re-released it....something occured to me.

Cyrus wanted to mobilise all the gangs in the city to tax the crime syndacates, presumable charge protection money from businesses and generally cause chaos.

This massive game outnumber police 5 to 1.

Can you argue that Luther is some kind of hero of New York for killing Cyrus and preventing New York City from being taken over by thosands of violent street punks!?

Just a thought!

I can't tell Luther's intentions and the filmmakers don't help much at this point(as it has been discussed in other threads)since they invented a character non existing in S.Yurick's novel(as readers of the book inform me).His portrait as a violent lunatic (''No reason.I just like doing things like that'')is contradicted by his talking on the phone with the mysterious person. So,insane or paid off?A Walter Hill commentary or interview would help.
