Why was Frank Langella such a handsome vampire and when Mina became a vampire she looked like a ghoul?

I think it was either because Dracula is a very powerful representation of dangerous seduction and thus his victims are ghoulish husks, or it is because she was a newer vampire.

Did her father remove her heart surgically before she was buried I don't recall. Alo I think she was deranged because she never drank draculas blood she was his prey and came back as a monster.

Maybe she had to get Dracula's blood to maintain her looks, like Mina did when she was turning. I'm not too sure because I wanted a answer for this question to.

I think I can perhaps see where there can be a stark difference between Count Dracula as a powerful and handsome vampire and Mina as a ghoulish vampire. Dracula has built up his vampiric power over 500 years. He describes himself as the king of his kind in the film. He can adopt the appearance of a wolf, a bat and a handsome human. So presumably he may have other disguises if he wishes to employ them. To move among humans he would give himself the most beguiling appearance that he can possibly achieve. But Mina in the film is described as having been frail all her life. She has only recently been vampirised and presumably has hadn't shared Dracula's powerful, constantly-refreshed blood. Perhaps like a baby, a new vampire needs to be nourished and reared to attain their power and beauty.
