Arthur's children?

In one episode I saw (I think it was an early one) it is mentioned that Arthur has two children (I'm sure he's in court/police station under examination.)

Can anyone clarify this? And where they ever mentioned (or seen) again? I've seen many and can't recall any other reference to any.

In Monday Night Fever Arthur intrudes on Terry and ends up staying the night dossing on his sofa. Arthur asks Terry to wake him up early as he has to take his kids to school.
