There is an old joke about some guy who goes to Mexico and orders some food with hot peppers in it. The first bite he takes is really hot, and his friend advises him, “Every time you bite into one of those peppers, follow it up with a spoonful of ice cream.” So he does just that, alternating a bite into the hot, spicy food with a spoon of ice cream. Later that night, he gets diarrhea. As it comes out it really burns, and he starts hollering, “Come on, ice cream!”

The first stall Pedro opens has a man bound up with tape. Since the restroom is in a place where marijuana is being processed for smuggling, this guy is probably someone (a Mexican undercover agent?) that they intend to kill later on when it is convenient.

When Pedro opens the second stall, he starts talking, and it makes you think there is someone in that stall too, but there isn’t. He is responding to the guy in the first stall, who is trying to get Pedro to free him, but can only grunt because his mouth is gagged with a roll of toilet paper. When Pedro hears him grunting, he thinks the guy also ate one of those burritos, and that is when he utters the line you quoted, alluding to the old joke.
