I think that historically superhero TV shows have tended to NOT have the protagonists deal with threats from other super powered characters. On the two better known '70s superhero shows - "Wonder Woman" & "The Incredible Hulk" - seldom did either protagonist encounter a supervillain (and when that happened the supervillains were never ones from the comicbooks). This historical tendency is about saving money; it's easier to stay on budget (esp. for a weekly series) when you only have to create super-power effects & stunts for your main character. And villains, even for a superhero show, don't need super powers to be entertaining. If this show's producers were going to use one recurring villain from the Spider-Man comicbooks, it should have been the Kingpin. He'd have provided an imposing presence without any super powers to depict.
shareNow I've seen that this Spider-Man had to fight three super powered characters created for his show: Mandak (the "Curse of Rava" villain with the power of telekinesis), the evil Peter Parker clone in "Night of the Clones" (who outfitted himself as Spidey and thus is this show's only costumed supervillain), and Matsu (a super-strong assassin employed by the "Escort to Danger" villainess). These super threats appeared consecutively in the last three episodes of season 1.

shareWell, no, but he is the villain of the show who'd have wreaked the most havoc had Spider-Man not intervened. Criminal mastermind Mr. White almost got to devastate Los Angeles and murder the visiting President with an A-bomb. And he avoided capture! [I wish Mr. White's two thugs had been depicted as clearly super strong (and as having gotten that way thru scientists in White's employ). Then the scenes of them at least holding their own against Spidey would be believable.]
