I'm pretty sure he's supposed to be Fred Astaire, actually, since he said the line "Even Ginger [Rogers] was nervous the first time she danced with me," and sang their signature "How About You?"

Fred Astaire does not sound like that at all. If that was a Fred Astaire impression then it was a very bad one. It definitely sounded Like Bogart.

The scene is just a mish-mash of movie stuff -- he is doing a Bogart impression, makes a reference to Ginger Rogers, and the song "How About You" is from Babes on Broadway, which starred Mickey Rooney and Judy Garland.
