Sure looked like it to me. Very, very similar. I enjoyed 16 Blocks a lot better, even though I love Eastwood.

Hollywood loves ripping off Clint Eastwood for some reason. Lethal Weapon rips off Dirty Harry shamelessly; Play Misty For Me and Fatal Attraction, etc.
