Since when has Getraer had a college aged daughter? Last I checked he had a teenage son and a baby (whose birth was a plotline in S4E7).

If Getraer was supposed to be 35 years old in the first season, he would have been about 40 in the season he spontaneously had a college aged daughter.
Thats possible if his daughter was born when he was 18.

There are too many variables to calculate Getraer's age when he came on the CHP. In one episode, he mentioned prior military service (US Navy, Petty Officer 3rd Class), which would have been at least a couple of years to perhaps 6. Reading about USN enlisted promotions, I'd suspect the shorter amount of time otherwise he would have been promoted again. After getting on the CHP, he could have made Sergeant in perhaps 4-5 years, or waited as long as 10 years. We know based upon CHiPs '99 that he made Commissioner in the span of 15 years, which would have usually meant Sergeant-> Lieutenant-> Captain-> Assistant Chief-> Assistant Commissioner-> Deputy Commissioner-> Commissioner.

As an aside, the last three positions would usually be addressed as "Commissioner" by the officers, so in CHiPs '99, he may not have been the actual Commissioner. I don't recall if he was ever seen in a uniform, the number of stars denotes the rank.

Tying all of this together, he could have gotten married, gotten his wife pregnant, and joined the Navy at +/- 18, and served there until 21. He then joined the CHP and by age 26 was Sergeant. Using his real age (b. 1941), the timeline would be:
1959 (18): Joins Navy, married and daughter born
1962 (21): Joins CHP
1967 (26): Promoted to Sergeant
1977-1983 (36-42): Seen on show as Sergeant
1999 (58): Seen as Commissioner

Using the actor's actual ages reveals a problem:
Robert Pine (Joe) is a plausible 17 years older than Lynn-Holly Johnson (Ellen), but Gwynne Gilford (Betty) is only 12 years older than her. Note that Betty did not appear in the episode with Ellen. The character of Ellen was literally a last-season add-in for a specific storyline, as she never appeared or was mentioned before or after.

This episode was padded out by another Ponch-as-social-worker subplot, the suspension-of-disbelief-requiring Harlan-as-cop subplot and a really long helicopter shot of the L.A. freeway system.

It was only gonna take Harlan a couple days to become a cop? 

They organized a party without knowing if he passed his physical? 

This season rivals the final seasons of Happy Days in crappiness!

Yeah, Harlan as a cop is a pretty hilarious idea. That scene where they're measuring him and I think they tell him he's 5'4... I laughed out loud at that. No way. Then it turns out they were using fake tape and he's actually taller, haha. Sure. Harlan wouldn't be allowed to get on a roller coaster, let alone become a cop.

And how about those protesters? The Chips saved them from roasting alive in the tunnel, and those ingrates still give them lip at Stepworth. Getraer should've busted the Reverend's skull.

I looked it up and the actor is only 5'-2".

The protest was a plot hole. Their bus was burned up, how did they get to the nuke plant? They had all inhaled toxic fumes, and the reverend had a head injury that had caused him to lose consciousness. Most if not all of them would have gone to the hospital. To top it off, if you look at the clock at the station before any of this takes place, it is 8:50 AM. When Getraer makes his announcement it is 8:00 AM. Apparently they time-traveled a couple of hours into the past. 

Forget the whole cop angle, I still have a hard time envisioning Harlen as a mechanic. Did they ever show him doing any actual work on a police vehicle? His white coat (what kind of mechanic where's a white coat?) is always in pristine condition. To me, he was the least believable character in the series.
