"Brat Patrol" Relay Races.
Weren't filmed in a short while apparently. Notice the different camera views have racers' shadows at different lengths. From long shadows depicting morning or afternoon shootings to shadows directly under the racers depicting approximately noon shots.
Also note one frontal view has heavy dust hitting the racers in the face. This would be the camera vehicle doing this.
