The episode where someone is stealing collector cars and you see some old bitch park her 54 caddy diagonally across 3 parking spots. Then someone steals her car and she goes to report it to Joe and she's just an ignorant bitch, besides bad acting. Then in the he end all the cars are found and here comes this very ignorant Senior citizen again, jumps in her car,puts it in reverse and backs over joes motor (laughing) and leaves. Funny thing is I know of people just like this. I'll stop now before I really get mad. Smack!

Sounds like you're talking about Mrs. Downey, who turns up three times in the first season...first, as a wrong-way driver, second, she shows up at the precinct trying to get Jon to fix a parking ticket, andffinally, the episode in question, where her car gets stolen.

Her character was meant to be humorous. I thought she was just a sweet, scatterbrained old lady, though a little bothersome.
