He only cuts it once (obviously when he gets the mohawk), other than that he seems mostly indifferent with his hair. Travis probably doesn't style it in a certain way every day. Of course this is in the universe of the film, as De Niro probably got his har styled a lot for the film.

If I'm right, he had 2 different hair cuts. One 'half long', and a much shorter one. The shorter one was for the make-up for the mohawk. I think it was easier to hide the short haircut.

A shot of Travis from an earlier part of the film was inserted into one of the later scenes that had Travis before his first haircut. I think that confuses people.

We all know how he looks at the beginning. Then there is the mohawk. At the end, after a long recovery from the shooting, his hair has grown back, but is longer than it was in the first act of the story.
My guess is that Scorsese filmed the final, post-recovery segments first, then they cut his hair just a bit shorter and filmed the first half of the film, then cut it into a mohawk to film that segment of the movie.

His mohawk was done by an make-up artist.
Well.....if that is the case, then they filmed the final half of the film first, and the first half of the film last.
