When I worked as a crew member on a major motion picture, I was told that actors who do not have spoken lines are not required to appear in the credits. They are considered the same as extras who also do not receive on-screen credit.

This was a cameo appearance - a surprise appearance, in just one scene, by a well-recognized star, as a special treat for the audience. It would have been considered superfluous to have identified him in the credits, and would have spoiled a bit of the fun.
