Are the brother and sister the original inhabitants of the house? Or are they people that have rented it in the past, and the house has taken them over so they think the house, acting as "mother", is their parent?

I can see it both ways, but am not sure what is implied.

They're the original owners, according to the book. Mother is bodily dead, but they reincarnate her in a new body every X years.

Similar to "the skeleton key" with Kate Hudson where the servants need a new body every few years
