Probaly a matter of opinion, but im pretty sure he meant to.

I felt that the book and the film made it clear that the mountain - a real killer - did the job but that Dragon and Pope decided that Hemlock had somehow rigged it. After all, the book was particularly acerbic about CII (which was the author's way of describing CIA) and made it clear that they were a bunch of incompetents. They assumed that one of the climbers was the target, forgetting that there was a ground man, they assumed that Hemlock did the killings because he couldn't figure out which of the climbers was the target.
As Steve Kaczynski points out, Hemlock was too reliant on the others for his own survival to worry about which one to kill.
The Eiger (Ogre) was well-named.
