I've started watching Ellery Queen on Netflix and I've always wondered why Velie called Ellery maestro

That's taken directly from the books, or rather, from the 1940s Ellery Queen radio plays (which were compiled into a book). I've always thought that Velie meant that Ellery is meant to work wonders by always solving the crime, that he's a master of this art or something.

That is correct. Velie called him "Maestro" because Ellery was always in the lead of any given investigation he was involved in....
