It's spawned by woman hating bigots. Period.
I was terrified of this film as a child, and now I'm even MORE terrified of it, as it seems to be a film based on "Pro life" measures.

During that scene my pro-choice ears perked up. I also thought it was completely ridiculous but wasn't offended outright. I suppose if our reproductive rights weren't always under attack by the religious right, that scene might not stand out as much.
I ultimately decided the scene, much like Robert Emhardt's strange overgrown chin beard, are (I assume) relics of their time (as the other poster referenced Thalidomide).
