...just before Stett warns Harry to stop It includes that one missed call. The camera is , like, late.I found that incredibly boring and exciting at the same time.I mean the chair is shown and then the telephone.

Some concept in direction or just some clue about the bug? If it was something camera-related please tell me, i would like to know. He turns down the volume then walks slowly to the phone, Similar was a shot when his apartment is shown for the first time.

Is that symbolic?

Maybe it's a bit late for a reply, but it give it a shot anyway.

In the trivia section there's an interesting bit about the way the camera moves around in Harry's apartment in the final scene (but it can be easily generalized, given the fact that this eery movement happens often when we see Harry's apartment): http://www.imdb.com/title/tt0071360/trivia?item=tr1533605

So it's more like a smart little symbolic device to show even Harry can be a subject of surveillance.

The movie uses that kind of camera work quite often. Even the first scene in Caul's apartment is like that. IIRC Caul walks out of the frame and the camera takes a while to catch up with him.
