So who actually killed Mulwray?- SPOILER

Was it Cross or Claude Mulvihil? Cross' glasses in the salt pond would indicate he did. But it would seem unlikely that in a struggle, the older Cross would be able to hold the younger Mulwray under water long enough to drown him.

While the evidence points to a physical confrontation between Cross and Hollis, I believe that Cross would have taken along Mulvihill as the hitman, as was the case in the appointment with Jake near the end of the film. So even if Mulvihill did it, Cross would also bear responsibility for the murder.
