According to Mentor in the episode 'The Lure and The Lost', he tells Billy, who wanted to become Captain Marvel to help a girl get her car out of a ditch, that he can only become Captain Marvel when really needed. Yet at the end of a later episode 'The Past is Not Forever', when Billy and Mentor were arguing about Billy wanting to watch a movie and Mentor a baseball game on the RV TV, Billy became Captain Marvel, which made Mentor reluctantly cave in for Billy's demand for the movie instead. So Billy becoming CM to have his own way was really necessary? I'm surprised the Elders didn't reprimand Billy for changing just to have his way with the TV instead of a life and death situation.

Nice post, I do remember Billy turning into Marvel in "The Past Is Not Forever", and yes, at the time I thought the reasoning for the change was a bit out of character...and not funny as it was meant to be.
