I was wondering why David transformed so quickly and Tim was still in the middle stages of transformation. I missed the first 20 minutes of the film, so my fault if they went over this. Is it maybe that Tim escaped before he could get the rest of the shots from the doc?

I'm going to guess it was because the serum wasn't fully ready to cause a complete transformation yet. Strother Martin may have thought it was, but perhaps it wasn't perfected and finalized yet. So Tim only half transformed. By the time David came around, it had been.
