I was wondering if anyone knew the name of the song that plays when Garrett catches Billy at the cabin at the start of the movie. I know Bob Dylan scored the film but I cant find the song on the soundtrack.

That's because it's not on the soundtrack. It's called 'Billy Surrenders' and can be found on the Bob Dylan bootleg "Peco's Blues".
