Who was the man at the gate?

At the end, both Laura and a man who had been pursuing John through the alleys are stopped at the locked gate.

Was that man the bishop? Like the psychic sister, he seemed to have a foreboding that something deadly was about to happen; yet at the climax, we see the bishop start in his bed as if awakened by a nightmare. Logically, that means he couldn't have been at the gate when John was murdered; but there are so many temporal juxtapositions in this film (such as the bedroom scene, where the couple's lovemaking is intercut with scenes of their getting ready to go out) that I can't help but wonder...

I don't think we know for sure, but John was being followed by the police earlier in the film, so perhaps it was one of the detectives tailing him.

I got the impression that the dwarf had killed, or tried to kill again, and that the man at the gate had either witnessed this or was her attempted victim, hence his running after her shouting abuse. Not sure, though!

If I remember correctly that's the guy who cursed Sutherland for messing with his boat when Sutherland spotted you-know-who on the other side of the canal. I interpreted it as he thought that Sutherland was a boat thief and chased after him.
