I think you're talking about Howard Campbell. No, he wasn't real, he was one of Vonnegut's inventions. The novel Mother Night is all about him. I highly recommend it.
Edit: A movie version of Mother Night was produced, but I have yet to see it.

Read Mother Night and then watch the movie too, it's got Nick Nolte as Campbell, and it's actually pretty damn good, unlike a lot of page-to-screen conversions.
