Goofy parts, did they make it more or less horrible?

I am thinking about the goofy music and the less than intelligent police officers. Did they serve as comical relief or in fact make the horrific acts even more horrific?

The officers acting was slapstick for sure, but was the purpose of this? And when the end credits are rolling, a silly song about the characters is playing.

I have to wonder if Wes providing these moments of levity was an attempt to keep the film censors and ratings board at bay. I personally don't think it helps at all. If anything it feels like it's minimizing the horror of other scenes in the movie.
