I think he was a character actor from a lot of movies ...

Lou Jacobi, and brilliant in this segment as well as other films (i.e. in 'Arthur', he played the florist)

His prancing around the bedroom in that outfit is by far the funniest thing in the movie. It kills me every time :-)
