Why can't Jack Lemmon figure out the temperature of the water that will come out of the faucets?
Aren't faucets usually color coded red/blue to indicate temperature in addition to the text?

Maybe they were not in 1972. Maybe at the time visitors were polite and actually learned something about the country, as Pamela does, before going there.
I lived in Italy in 1983, I never had this problem...
It depends. I've been in modern European hotels that have color coded faucets and I've been to older hotels with brass/chrome/porcelain fittings that have "C" or "F" engraved/stamped on them.
