Nudity is not the same as sex. If it were, they certainly wouldn't have naked babies in diaper ads on highway billboards.
The nudity that seems to stick in people's craw though involves teenage girls who are not yet 18 because--unlike babies or 7-year-old boys--they are likely to "elicit lust" in a lot of people. However, girls that age aren't well-known for wearing a lot of clothes anyway, so if you're overly worried about them "eliciting lust", then you should probably insist they wear burkas in public.
Moreover, 18-year-old girls can appear in a hardcore porn movies where they get gang-banged in the butt with an ATM/bukakke chaser, so should people really be THAT upset if a girl a year or two younger does a completely innocuous nude scene? Sure, guys can have sick fantasies about an underage girl they see nude, but couldn't they even more easily pretend the 18 year old doing actually disgusting things in an XXX porn movie is a couple years younger? And wouldn't just about anyone prefer their 16 or 17-year-old daughter do innocent nudity in serious drama/art film like this as opposed to their 18-year-old daughter doing hardcore porn?
People are too dirty-minded about nudity and way too hung-up on the number 18.
