For some weird reason, for years I linked that song with "Riders on the Storm", but that's just crazy talk from my part.

For a minute I thought "Did I miss this awesome track in the OST!? No way...", but yeah, it isn't the same track.
"Freedom of expression" is awesome, it kicks in on the first police car chase\race accident flashback. After that, the no-name song starts, then it is played again before "Welcome to Nevada".
