All for a few misdemeanors

All the states he drives through throw thousands of dollars at catching him: squad cars, manhours, helicopters, etc. All this to slap him on the wrist with a few misdemeanors: reckless driving, not stopping for police, some traffic violations. It seems like the police would have been better served to drive in front of him to clear the road so he doesn't hurt anybody (although he's trying not to himself). Or just follow him in the helicopter and arrest him when he gets done.

Misdemeanors? Are you kidding? Kowalski tried to run the motor officers off the road. I'd call that attempted murder of a peace officer.

they said it themselves

Odd thing about charges filed back then and now. Back then they only thought they could throw the book at you. Now they really will find a crime in everything you do - and each action is probably worth 3-4 charges.
